Let me first share that Advocacy is the apex intervention process in development.

What I Mean by ADVOCACY

Advocacy is an organized course of action to achieve change. Advocacy is about concerned citizens joining with others to campaign for equality and social inclusion of Women from the marginalized sections of the society; by changing policies, practices and attitudes that perpetuate their exclusion and segregation with a particular focus on rights, equity and justice.

All about Advocacy in brief:

§ Promoting full citizenship and enabling the Women with deprivation to participate in the everyday life of the community.
§ Changing policies that maintain exclusion and segregation of Women with deprivation from society.
§ Improving the lives of Women with inequity and ensuring that they are able to live independently.

§ Challenging the misconceptions about the lives of Women that are exploited.

What I would Aspire Through Advocacy:

· Equality before the law without discrimination
· Right to life, liberty and security of the person
· Equal recognition before the law and legal capacity
· Freedom from exploitation, violence and abuse
· Right to respect physical and mental integrity
· Freedom of expression and opinion
· Right to education
· Right to health
· Right to work
· Right to an adequate standard of living
· Right to participate in political and public life
· Right to participate in cultural life




It is not easy to provide such basic things mentioned above to the poverty-stricken Women. we have to strive provide their basic needs coupled with education and employment trainings but in the process the need for providing intangible inputs to the process of empowering the women through collective and proactive voice and action. That is what we call as advocacy, policy action and capacity building at all levels among the poorest and stakeholders concerned.

To achieve the above goals, NGO should embark upon an “Annual Action Plan” year after year for evolving various need-based interventions with clear performance indicators to determine the impact year after year.

As a first step to pursue the above path, it is important to mobilize the required level of resources: both financial and non financial. To achieve this objective, an exclusive resource wing should be created with subject matter specialists followed by the Systems and Processes wing to strengthen the process of implementation of plans/strategies

I am happy that you are leading the country for the second time and I see a real bright future for the country in the next 5 years under your stewardship. I appreciate your values of governance at every level. However, in some situations the real penetration of the values of governance is not that significant which is a concern for people like us and we feel it is our responsibility to share this concern with you for necessary improvement in the delivery system. I would like to reiterate that it’s not a complaint that I would like to make but a contribution to the better performance in the Government in certain cases where - “Action delayed is action diluted”.

I would like to bring to your attention a typical instance of inordinate delay in deciding a very important aspect of governance in the Ministry of Social Justice and Empowerment.

I am happy to inform you that the Ministry of Social Justice and Empowerment had invited me as a candidate for an interaction with Search Committee at the Planning Commission for the selection of Chairperson of National Trust of the Ministry in January 2009 (Reference No.1).

I am happy that the selection process was strong and reflected meritorious process. In the meantime, the general elections and formation of new government have understandably contributed to the delay in announcing the outcome. Having waited for almost 6 months to know the outcome of the interaction that I have had with the Search Committee in January, I had written to the two Ministers in the Ministry (on 27th July 2009) to facilitate the matter. Fortunately, the Senior Minister had the courtesy to call me up and tell that the system would take its own course and the decision. I had also requested the Secretary of the Ministry to facilitate the matter through the good offices of the Senior Minister (on 28th August 2009).

The point I am trying to drive home is that the process of working on a particular issue or subject is more important than the content. The unexplained delay (Dangerous, Enormous Loss and Apathetic Yield) brings discredit to the functioning of the Public Institutions. I am not writing this letter to seek opportunity for myself but to share the concern for the credibility for the functioning of the public institution in an objective and responsive manner. I shall therefore, request you to arrange to facilitate such an important decision making process even at the smallest level in the Government so that the faith in the Government gets enhanced among the ordinary citizens like me of the country.

Empowering the poor is not that is but it is slow but possible process

I have been handling most challenging and complex social development arena since 1980.

At Sodhana-a grass root NGO in AP (1980-89)

1) Making the public institutions function efficiently and effectively for the development of the rural poor.
2) Fighting the corruption and insensitive bureaucracy that are primarily responsible for the plight of the rural poor.
3) Organizing the Rural Poor for Power to face responsibly, collectively, non-violently the feudal structures, oppressive and exploitative systems.

At Entrepreneurship Development Institute of India (EDII) Ahemdabad, Bangalore, Hyderabad Lucknow: (1990-2002)

4) To work for sensitization and institutionalization the strategy of livelihoods promotion among the rural poor utilizing the “Entrepreneurship Development(ED) Process ” in NGO Sector as a movement”
5) To influence the policies and programmes for ED movement for sustainable livelihoods of the Rural Poor.
6) To facilitate the attitudinal change among the rural youth for entrepreneurial behavior leading to top performance and self reliance.

At Vision 2020: The Right to Sight –India of WHO and IAPB: (2003-07) –New Delhi

7) To facilitate true spirit of partnership in the movement of Right to Sight.
8) To build a national Alliance from the scratch to lead the movement of Right to Sight.
9) To mobilize resources and positive public opinion among all key stake-holders including the policy makers to facilitate the movement of Right to Sight at the national level.
10) To encounter the resistance of ‘status quo partners’ (with in the movement against avoidable blindness) to the Inclusive participation from the grass root contributors.

All that has been possible because

1) I was born and brought up in Telangana rural area of AP State which is well known for feudal oppression, exploitation and apathy. I took a conscious decision to change my self into a development activist, catalytic agent / facilitator and went on to study my masters in Kerala in social work and then had under gone 14 month long Development training in the NGO sector in Bangalore. (1978-79)

2) I started my Change Agent career with Sodhana in AP in a totally different (socially, culturally, politically, geographically, economically, psychologically) location in coastal Andhra Pradesh and continued to lead the movement of Social Justice there for a decade.
I was significantly responsible for tangible and intangible changes in various aspects in rural poor of the region.

3) After a decade I thought of having exposure to different development approaches at national level and joined EDII in Ahmedabad and worked in different parts of India starting from South, East, and North and to the West.

I am happy that I could facilitate remarkable change at all levels, in all locations and of all spectrum of the Rural Entrepreneurship Development (RED) movement that among the poorest I had handled in the NGO sector in rural areas.

Significantly I was made the CEO of State level unit of Entrepreneurship Development Institute in AP to lead the RED movement for the poor . Fortunately I had the opportunity of being located in Bangalore, Lucknow and Hyderabad on the same mission during my tenure with EDII.

4) At Vision 2020:

I was given a simple ‘concept’ of Vision 2020: the Right to Sight to build a top National Institution to lead the movement of Right to Sight in alignment with Global movement and i did justice with lot of self denial and commitment to the concpet of social Justice at the grass roots .
In a way I have been continuously learning from different experiences of Change process by revitalising and contributing efficiently to the development agenda that I had committed my self to.

Empowering rural women with land as the weapon

I was there with Sodhana for a decade contributing to the empowerment of rural women through land ownership rights :

We at Sodhana as a mandate worked on micro-land ownership Initiative that rural house holds including landless women agricultural laborers and their families in rural Vizianagaram and Srikakulam districts in AP obtain secure rights to land—the single greatest source of their income, status, nutrition, and wealth—in order to substantially improve their livelihoods and alleviate poverty.

Our perception on Women and Land at Sodhana in eighties Our land work has focused on empowering women through land ownership because land, we realized, meant to women:


L= Life-line (Salvation, Sentiment and Sustenance)
A=Asset (Social Status, Security and Safety)
N= Natural (Availability, Accessibility and Acceptability)
D=Development (Equity, Economic power and Energizer)

And we also observed that

Women comprise a disproportionate share of the landlessand rarely hold legal rights to land;

The oppressive practice of dowry is integrally linked with women’s inferior access and rights to land; and
Providing women with legal rights to land should increase their status and social and economic security.
Based on these findings, Sodhana strived to enhancing women's access and rights to land. Our work included changing state procedures to require government-distributed land to be granted jointly to husbands and wives or independently to women and proper records and documentary and physical possession of the lands meant for them.
Sodhana directly assisted the state through district authorities to provide micro-plots to landless women agricultural laborers and their families (approximately 35,000 thousand families) and thus enabled the most marginalized to meet their basic needs and invest in their future.
The focus was on to provide land access and improved land rights to the rural poor, women, and other marginalized groups. The centerpiece is in Sodhana’s work was urging if not demanding state government in AP allocate government lands , lands acquired under land reforms and small house-and-garden plots to the rural landless especially women in these two backward districts bordering Orissa .

The gravity of situation
As Action Researchers we have learnt that poverty imposes oppressive weight especially in rural areas where close to 80 percent of the poor live. Despite decades of efforts at poverty alleviation, the absolute number of poor has doubled since Independence in 1947. We have the greatest concentration of rural households that are totally landless. Landlessness and rural poverty are closely linked.
Rural women feel the weight of poverty the most. Females are more likely than males to die as infants and children. Most significantly, women rarely have legal rights to land, despite the fact that they are often more engaged in agriculture than men. In our action research we on one side had consciously encouraged policy-makers to put land distribution and reform issues back on the agenda in rural development process and on other side organized people for power to secure the land rights .
The Process
Sodhana worked with partners including key government actors, selected research institutions-NIRD , and NGOs to study, develop, communicate, and helped implement feasible program , policy, and administrative reforms as far as land to poor was concerned Work to date has consisted of a series of field studies, reports, interface if not encounters , and other advisory and field level pressure activities. This work has pointed to a set of new, practical measures of course which were not smooth any way , that promised to provide meaningful land rights to the rural poor, women, and other marginalized groups. These included:
Allocating house-and-garden plots to impoverished landless laborers especially women ;about 2000 families
Facilitating construction of weaker section housing on the assigned lands by women , of the women and the for the women about 3000 houses
Revisiting tenancy procedures to increase the rural poor’s access to land 10,000 farmers mainly from SC/ST categories ;
Providing independent or joint titling of land and other protections for women mainly from SC/ST categories;
Turning informal “possessors” into formal owners mainly from SC/ST categories about 2000 owners ; and
Arranging assignment , distribution and possession of D patta lands under ROR –Record of Rights in these two districts
Arranging for restructuring of land boundaries of the poor in almost all villages in our operational area
Arranging for assignment , distribution and possession of Land Reform lands for the poor from Benami (Fake ) possessors from upper strata mainly from SC/ST categories
Arranging Patta Pass Books (Land Record pass books )to the poor under ROR to all farmers
Making land markets work better for the poor by streamlining the procedures and checking the exploitative tendencies.
Roping in public institutions to help women land owners to create viable livelihoods and land based sustenance
